Works in a Thoroughfare

Thoroughfares include but are not limited to, roads, footpaths and public access ways within the road reserve which are under the management or control of the City of Gosnells.

Anyone who wishes to complete works within the City's thoroughfares must submit an online application using the link below and should not commence works before receiving the City's approval.


Temporary Thoroughfare Closures

To close a thoroughfare, an online application must be submitted. This closure can be either a whole or partial temporary closure. 

Applications are required for all proposed works that will exceed 4 continuous hours and cause a hindrance to road users – including motorists, pedestrians, people with disabilities and cyclists – or result in delays of longer than 15 minutes to the road user.

Traffic Management Plan

A Traffic Management Plan (TMP) must be submitted for assessment via the online portal below before any proposed works commence. To allow sufficient time for assessment, authorisation, processing and any required notification before implementation, please refer to the below assessment timeframe requirements.  Should your application not meet these requirements it will be rejected by the City.

For low complexity works:

  • A minimum of 10 working days is required for assessment following payment of TMP application fee.

For complex works and/or temporary thoroughfare closure (closure can be either a whole or partial temporary closure):

  • For closures less than 4 weeks a minimum of 3 weeks is required for assessment following payment of TMP application fee; or
  • For closures more than 4 weeks a minimum of 6 weeks is required for assessment following payment of TMP application fee.

Applications

Submit an application for works in a thoroughfare, temporary thoroughfare closures and/or Traffic Management Plan

Note: Application fee/s must be paid before assessment of your application can commence.  

Please allow 1-2 business days after submitting your application to receive the City's invoice for payment. 

Fees:

  • Initial Application Fee - $210.00 (includes 2 hours assessment time)
  • Additional Assessment - $95 per hour thereafter

Noise Management Plan

  • A Noise Management Plan is required to be submitted and approved by the City’s Health Services if construction work is to be undertaken outside the hours of 7am to 7pm Monday to Saturday.
  • The Noise Management Plan must be submitted by email to governanceadmin@gosnells.wa.gov.au a minimum of 10 working days prior to the commencement of works for low complexity works or 3-6 weeks for complex works as stated above.
