The Dog Act 1976 requires all dogs from the age of three months, be registered and wear a registration tag.  You have the option to register your pet for one year, three years, or for a lifetime. Please note that the registration period runs annually from 1st November to 31st October. This means that both 1-year and 3-year animal registrations will expire on 31st October, regardless of the month in which your pet was registered.
For any new 1-year registrations made between 1st June and 31st October, the City offers a 50% discount on the registration fee. This is because the registration will expire on 31st October of the same year, regardless of the registration date.
The maximum penalty for having an unregistered dog is $5000.
New registration
You can apply for a new Dog Registration online, and after you have submitted your application the City will contact you regarding payment of the registration fee which can also be paid online. Please note that this is for new dog registrations only - if you would like to renew your dog registration, please see the Renewal information below. If you are claiming a pension concession, the City will ask you to provide proof of pension concession if we have no record of it already.

Concessions
Pensioners receive a 50% discount upon production of a Pensioner Concession Card, or a WA Seniors Card with a Commonwealth Seniors Health Card. These cards must be shown each time the pension concession is claimed.
Owners of sterilised dogs must provide proof of sterilisation to claim the concession rate. This may be in the form of a certificate from a registered veterinary surgeon, a statutory declaration or the sighting of a tattooed ear denoting a sterilised dog.

Renewal
Dog registration renewals are sent to registered owners usually between 11 and 15 October in the year they are due to expire. The due date is 31 October.

Change of address
The registered owner is required to inform the City in writing, within 28 days, of any change of address.  Please note, that address details are not automatically changed when a property is sold or a person moves.
Transfer of dog ownership
The registered owner is required to inform the City in writing, within 28Â days, when a dog is sold or given to another person.
Change of dog registration details
The change of dog registration details form below can be completed for notification of:
- sterilisation of your dog
- microchip number
- death of dog
- dog that has left the City of Gosnells area (to be registered within another Council)
- a registered owner becoming a pensioner.
Please ensure the change of dog registration details form is completed and signed and if concessions are being claimed, provide appropriate copies of cards and certificates.
Replacement dog tag
The change of dog registration details form can also be completed for the request of a replacement dog tag.
Refunds
A partial refund may be requested if a dog has been sterilised during a registration period.
Microchipping Dogs
From 1 November 2013, all new dogs will be required to be microchipped for the purpose of identification and registration. Registered dogs that are transferred to new owners after 1 November 2013 will need to be microchipped before they are sold or transferred.
If you already own a dog, it must be microchipped by 1 November 2015.
All dogs classified as Dangerous Dogs in the Dog Act 1976 must be microchipped by 30 November 2013
Acceptable proof sterilisation and micro-chipping
The City accepts the following as proof of sterilisation and micro-chipping:
- Sterilisation certificate
- Micro-chipping certificate
- Veterinarian’s invoice, identifying animal is sterilised or micro-chipped
- Sighting of sterilisation tattoo in animals ear
- Official organisational paperwork identifying cat/dog is sterilised or micro-chipped.
