Direct Debit arrangements are offered by the City for the intent of paying the current financial year rates in full, by the end of the financial year. Direct debit arrangements can be extended for the purpose of paying account arrears, but the payment amount must be deemed sufficient to repay the arrears within a reasonable time frame. These arrangements will be for consideration by the City and if accepted will be reviewed regularly. 

Ratepayers have the flexibility to pay their rates hassle-free through direct debit via FlexiPay. 

FlexiPay allows ratepayers to tailor rate payments to fit their budget. They can choose to pay weekly, fortnightly, monthly, in full or by 4 instalments over the financial year.

Late payment interest won't be applied during the agreed arrangement period if timely payments are made.

If you want to set up a FlexiPay Payment Plan, please consider the following requirements:

  • To apply for a FlexiPay arrangement, please have your latest Rates notice or Reminder notice on hand.
  • Visit https://gosnells-pay.enotices.com.au/ and input your eNotices Reference Number and contact details.
  • Choose your preferred payment frequency: weekly, fortnightly, or monthly, along with your desired start date.
  • Keep an eye on your email inbox for a confirmation link to set up your payment method.
  • Be sure to initiate your plan before the due date.
  • Complete your full payment by or before 30 June.
  • Rest assured, late payment interest won't be applied during the agreed arrangement period as long as you make timely payments.
  • If none of the provided payment frequencies suits your needs, select a payment arrangement.

 

Frequently Asked Questions

Where do I find the eNotices reference number?
Check the back of your latest rates notice towards the top and look for the green ‘e’. This is where you will find the reference number.

Why is my reference number is not working?

  • You need to use the reference number next to the green ‘e’ on your LATEST rates notice
  • Double check the digits versus letters i.e. i or 1, o or 0 etc
  • If you don’t have any rates owing for the current financial year, you cannot set up a FlexiPay until you receive your new rates notice with a balance outstanding
  • If you have used this reference number to set up FlexiPay already, you cannot use it again. Each reference number can only be used once. You will need to wait until you get your next rates notice with a new 'e' reference number.
  • You have the option of scanning the QR code on your latest rates notice by opening the camera on your device and hovering over the QR code and click the link that comes up

How do I update my credit card on my FlexiPay?
Log into your eNotices account and update your card details in your FlexiPay schedule. Alternatively, contact the Rates Team on (08) 9397 3000 or email us on info@gosnells.wa.gov.au to request a payment link. We cannot update payment methods for you.

What happens at the end of the financial year when my rates for that year are paid in full?
If a 4 instalment arrangement has been selected and no end date is entered, the direct debit will continue over to the new financial year and the amount will automatically be updated to cover the new rates total.

If one of the other options has been selected i.e. weekly, fortnightly or monthly you will receive an email prompting you to set up a new FlexiPay schedule.

What happens if I need to pause a payment?

What happens if a payment is declined?
If it is a once off decline, your payment plan will continue on as usual, but you will need to catch that payment up. If it is a reoccurring decline and you have not made contact with us, your FlexiPay schedule will be cancelled after 3 declined payments within the financial year. For each declined payment, a dishonour fee will be added to your rates account.

I set up my FlexiPay but payments have not been coming out.
It is likely you have not completed the final step of providing your payment method details i.e. credit card or bank account. Once you have set up your FlexiPay you receive an approval email. In that email there is a link to follow and enter your credit card or bank account details. Your FlexiPay is not set up until this step has been taken.

Why has my FlexiPay plan been cancelled?

  • There are several reasons this may have happened.
  • The most likely is you did not complete the set-up process, by entering your payment method details.
  • It may be that you set up an alternative payment method i.e. BPAY.
  • If your FlexiPay schedule is declined on 3 occasions within a financial year and you have not advised us, this will trigger your FlexiPay to be cancelled.
  • In all cases where your FlexiPay has been cancelled you will need to set it up again and ensure you complete the full process, by entering your payment details in the link in the approval email you are sent.
  • If you would like to cancel your FlexiPay direct debit please contact the Rates Team at info@gosnells.wa.gov.au or complete the simple Rates - Cancel direct debit form on our website.

I have just bought a property. How do I set up FlexiPay payment schedule?
You will need to wait until your first rates notice issues in your name. Once you receive your first rates notice, you can set up FlexiPay.

What happens once I have set up my FlexiPay?

  • You will still get rates notices issued for information purposes only and it will be noted that you have a payment plan set up.
  • You will get an email receipt every time a payment is made through FlexiPay

If I can’t pay my rates in full, can I still set up FlexiPay?
Yes, you can however we recommend that you contact the Rates Team on (08) 9397 3000 or email us at info@gosnells.wa.gov.au to discuss a plan prior to making a FlexiPay arrangement.
