Am I eligible to vote?
You can vote in the City's elections if you are on either:
- The Residents Roll (for residents), or
- The Owners and Occupiers Roll (for non-resident property owners/occupiers)
Residents Roll
You are automatically enrolled if you:
- Live in the City of Gosnells, and
- Are on the State Electoral Roll at your current address
If you've moved recently, check your enrolment details.
Owners and Occupiers Roll
You may be eligible for this roll if you:
- Own or occupy rateable property in the City of Gosnells, and
- Are enrolled to vote in State or Federal elections at an address outside the City
Enrolment types:
- Individual property owner
- Co-owner (property owned by 2 people)
- Group of owners (property owned by 3+ people)
- Individual occupier
- Co-occupier (property occupied by 2 people)
- Group of occupiers (property occupied by 3+ people)
- Body corporate owner or occupier
How to enrol
For property owners
Individual owners or co-owners:
- Complete Form 2 - Enrolment Eligibility Claim - Owner or Co-owner
- Submit to the City by 5pm, Friday 22 August 2025
Group owners (3+ people):
Group owners may nominate up to two people to vote on their behalf.
- Complete Form 2 - Enrolment Eligibility Claim - Owner or Co-owner
- Complete Form 2B - Nomination by Group of Owners/Occupiers
- Submit both forms to the City by 5pm, Friday 22 August 2025
For property occupiers
Important: To be eligible, you must provide proof that:
- you have a right of occupation over rateable property (or part of) under a lease, tenancy agreement or other legal instrument;
- you have continuously occupied the rateable property under a lease or other legal instrument for at least 12 months prior to your claim and will occupy the property for at least the next three months;
- you have enjoyment (exclusive occupation) of the occupied property;
- you are able to secure your occupied property from intruders;
- you genuinely operate or intend to operate your business from that property;
- you lease at least 10m2 of property (subject to a series of exclusions);
- you pay the minimum amount of rent for the property ($5,000 for 100m2 or more, or $50 per m2 if less than 100m2 per annum); and
- the nominee is enrolled to vote in a State or Federal election outside of the City.
Individual occupiers or co-occupiers:
- Complete Form 2A - Enrolment Eligibility Claim - Occupier or Co-occupier
- Provide a copy of your lease, tenancy agreement or other legal instrument and any supporting evidence to support your claim
- Submit all documents to the City by 5pm, Friday 22 August 2025
Group occupiers (3+ people):
Group occupiers may nominate up to two people to vote on their behalf.
- Complete Form 2A - Enrolment Eligibility Claim - Occupier or Co-occupier
- Complete Form 2B - Nomination by Group of Owners/Occupiers
- Provide a copy of your lease, tenancy agreement or other legal instrument and any supporting evidence to support your claim
- Submit both forms to the City by 5pm, Friday 22 August 2025
For body corporate owners
Body corporates can nominate up to two people to vote on their behalf.
- Complete Form 2 - Enrolment Eligibility Claim - Owner or Co-owner
- Complete Form 2C - Nomination by Body Corporate
- Complete Form 2B - Nomination by a Group of Owners/Occupiers (If 3+ owners)
- Submit all forms to the City by 5pm, Friday 22 August 2025
Note: An individual can only appear on the roll once, regardless of how many properties they own or occupy.
For body corporate occupiers

How to vote
About the election
- Elections are conducted as a postal vote by the Western Australian Electoral Commission
- Voting is not compulsory
- Early voting and absent voting are not available for a postal election
Voting packages
Voting packages will be sent approximately 4 weeks before election day and include:
- Ballot paper for the election of six Councillors
- Candidate profiles
- Voting instructions
- Return envelope
Optional Preferential Voting
Last year, the State Government introduced optional preferential voting for local government elections.
Optional preferential voting is similar to the way you vote in State and Federal elections, however you do not have to assign every candidate with a preference. You can:
- Vote for one candidate only (mark "1" next to their name)
- Vote for some candidates (number several candidates in order of preference)
- Vote for all candidates (number all candidates in order of preference)
With optional preferential voting, if the candidate you have given your first preference to is eliminated from the count, your vote will be redistributed to your next preference on the ballot paper.
