The City of Gosnells has unveiled a new simplified Local Planning Scheme to address the growing housing and employment needs of its rapidly expanding local population.

 The newly gazetted Local Planning Scheme 24 (LPS 24) lays the groundwork for sustainable medium to high-density development around train stations and activity centres, as well as appropriately located residential infill. 

Mayor Terresa Lynes said the City is committed to encouraging thoughtful housing development to meet the diverse needs of one of Australia’s fastest-growing local government areas. 

“Our City is open for business,” Mayor Lynes said. 

“In the face of a housing crisis, increasing densities in existing suburbs will create greater housing choice, improve affordability, support local jobs and encourage better use of public transport.” 

Mayor Lynes said the City was aligned with State Government targets, planning for an additional 2,500 new residents per year, while expanding housing options for young people, families, migrants, old residents, and people with disability.

 “This fit-for-purpose plan is a valuable opportunity to deliver more housing, employment and activity across the City in an appropriate and sustainable way,” she said. 

LPS 24 will offer investors certainty and a simplified framework for long-term development with special zonings around train stations allowing for six to eight storey apartment buildings. 

The City expects a short-term boost in development applications as property owners and developers move to secure planning approvals under the new scheme. 

LPS 24 was advertised for six months, attracting extensive community feedback including 183 submissions from landowners, residents, and government agencies. 

Almost half of the submissions resulted in changes to improve provisions for higher-density development around train stations and activity centres, as well as enhanced protections for City’s rural areas. 

While LPS 24 governs how land can be used and developed, the Local Planning Strategy outlines the overarching objectives guiding the scheme. 

The City’s population is projected to grow from 140,000 in 2025 to 171,000 by 2036.
